So everyone knows to expect a combi at every point of public transit terminal. Then they wait for one that circulates through the neighbor they are already in or wait for one that takes them to an outside neighborhood or suburb. People rarely wait long and fare is cheap even though gas is expensive in Mexico. People are either dropped off at home or at a nearby terminal. There should be scaled transit as you get further from major transit hubs rather than just jumping to a car.
